spl: dm: Kconfig: use more specific prereqs for SPL_REGMAP and SPL_SYSCON
SPL_REGMAP and SPL_SYSCON were marked as depending on DM, when a
stricter dependency of SPL_DM was possible. This commit makes the
prereq more specific.
