usb: ulpi: Add Kconfig options for ULPI

The following options can be now enabled via defconfig:
- CONFIG_USB_ULPI
- CONFIG_USB_ULPI_VIEWPORT
- CONFIG_USB_ULPI_VIEWPORT_OMAP
