treewide: use CONFIG_IS_ENABLED() for ARMV8_SEC_FIRMWARE_SUPPORT
There is SPL_ARMV8_SEC_FIRMWARE_SUPPORT and ARMV8_SEC_FIRMWARE_SUPPORT.
Thus use CONFIG_IS_ENABLED() instead of the simple #ifdef.
