arm: rmobile: Add support for ATMARK-TECHNO Armadillo-800EVA board

The Armadillo-800EVA board has Renesas R-Mobile R8A7740, 512MB DDR3-SDRAM,
Ethernet, and more.

This patch supports the following functions:
 - 512MB DDR3-SDRAM
 - Serial console (SCIF)
 - Ethernet MAC(MII) & PHY(SMSC)
