Run zuul-stream-functional on every change to ansible Everytime we change something in ansible we potentially break log streaming so run zuul-stream-functional for any change in ansible. Also run it for requirements.txt as updated ansible versions also likely break log streaming. Change-Id: I717840ca109cfb0af21b35fc0b0a4a9ba95727a9
