Support keep-hierarchy in launcher rsync publisher To maintain feature parity with the SCP publisher in JJB, only maintain the rsync source hierarchy at the destination if keep-hierarchy is true. The default (false) flattens the file tree completely at the destination. Change-Id: I5042f018342d4323c77ba50ce38a2614a065ba9d
