Remove implied run With multiple levels of inheritance, the optional implied run feature is making it difficult to figure out which jobs run playbooks and which don't. Make the run attribute explicitly required to aid in human understanding of the configuration. Change-Id: Ia8f23bce9898cd4f387554e6787b091b63e75519
