Remove TestSchedulerConfigParsing

This test verified that the config parser could parse skip-if
statements and that they ended up as the correct change matchers.

This is now covered in test_model.TestJob which parses a config
containing 'irrelevant-files' (the successor to skip-if) and
verifies the resulting structure.
