Connection change cache improvement The cache is easier to deal with if held in 2-dimensions of change_number/patchset. This will allow us to see if any cache exists for a particular change regardless of patchset. Change-Id: Ie6fc7969ac56df14965dcb0037b1d5675c7e7873
