Makefile: update help text get rid of the removed saveconfig/getconfig targets, and instead document randconfig/defconfig/allyesconfig/allnoconfig. Furthermore, get rid of the unused tags target. Signed-off-by: Peter Korsgaard <jacmet@sunsite.dk>
