hardware: set PSU voltage thresholds

The datasheet for our PSU says that min/max values of 12V is
11.64V/12.6V. Let's set the critical thresholds to that and warn a
little bit before reaching this.
The 5Vsb is 4.8V/5.25V. Let's (again) set critical thresholds to these
values and warn a little bit before reaching this.
