Sync all projects

New C++ API/ABIs, properly tagged versions of various projects, and a
fancy alarms reporter.

Also, BR2_PACKAGE_LINUX_PAM is now required by BR2_PACKAGE_ROUSETTE, so
that one can be cleared up (aka `make savedefconfig`).

Further, velia now requires jq compiled with oniguruma support.
