hw: Disable watchdog disabling on device close It is a freaking watchdog whose only job is to guard the system. We don't have a use case for "yeah, /dev/watchdog got closed, but perhaps that's by design". It is not. Change-Id: Ice5232f95a91dea3c3eb6c80fbc279812201eeae
